The immigration rules in Paraguay are just quite simple and uncomplicated. Because of this, relocating to the country is also fairly easy. Generally, immigrants to Paraguay gain entrance to the country as tourists, which authorizes them a stay of up to three months. During this time, you can apply for a residence permit if you wish to stay in the country for a longer period of time.
To apply for a residence permit in Paraguay, you would only have to submit a set of documents that should be authenticated by the Paraguayan General Consulate in your country of origin. Among these documents are a certificate of conduct of the police that is not older than three months and a passport that should have a remaining validity of at least six months, among others. The authenticated documents should be translated into Spanish by a translator holding a license as such.
Normally, applications for residence permits are approved upon the presentation of complete documents and then a temporary residence permit or Residencia Temporal of five years is granted. If you already have this card, you must apply for an identity card or the Cedula de Identidad, which is the most essential document that you must have in Paraguay. After the expiration of the five-year permit, you can apply for a permanent residence permit for which you will have to submit the same documents and a certificate of conduct from the police of Paraguay. The permanent residence permit has a validity of up to ten years.

Documents Required to Apply for Residence in Paraguay
1. Identification document (passport, etc.);
2. Police or court records from the applicant's country of origin; *
3. Birth certificate; *
4. Civil state certificate (marriage, divorce, separation, widowhood); *
5. Health certificate from the country of origin, or country of last residence; *
6. Consular tourist visa for the countries that require it;
7. Proof of economic solvency that must be demonstrated by one of the following:
a) Deposit to a chequing or savings account at a Paraguayan bank in the amount of at least five thousand dollars US ($5000.00 USD) or its equivalent value in local or foreign currency. The bank account must be in the name of the applicant; or
b) Real estate property deed of a property located in Paraguay; or
c) University diploma attached to an offer of employment or work contract in Paraguay with the indication of the amount to be received in fees or salary. A commercial license will not be accepted.
Note: * The documents stated in 2, 3, 4 and 5 must be legalized at the Paraguayan consulate in the country of origin. The identification document does not require legalization. For more information, please contact the nearest Paraguayan Consulate.
Additional Required Documents To Obtain in Paraguay
1. Certificate issued by the National Police, Identifications Department of Paraguay;
2. Interpol certificate, issued by the regional office in Asuncion, Paraguay;
3. Life and residence certificate, issued by the jurisdictional police station;
4. Proof of legal entrance to the country (visa or sealed passport), issued by the immigration authorities at the control posts (airports and border);
5. Six 3 x 3 identification colour photographs; and,
6. Affidavit stating that the applicant will abide by the laws of the country signed by a notary public.

Required by all except the following entering as tourists for stays of up to 90 days:
(a) nationals of the UK, the EU and Japan;
(b) nationals of Argentina, Bolivia, Brazil, Chile, Colombia, Costa Rica, Ecuador, El Salvador, Israel, Japan, Liechtenstein, Norway, Panama, Peru, South Africa, Switzerland, Uruguay and Venezuela;
(c) transit passengers continuing their journey by the same or first connecting aircraft within six hours provided holding onward or return documentation and not leaving the airport.
Documentation: Passport valid for six months after the intended length of stay required by all except nationals of Argentina, Brazil, Chile and Uruguay with valid ID cards entering as tourists directly from their own country.

Tourist and Business: Single-entry: US$62 Multiple-entry: US$89
Validity
90 days from date of issue.

Application requirements
(a) Valid passport (plus two photocopies from page with personal data).
(b) Two completed application forms.
(c) Two passport-size photos.
(d) Self-addressed envelope for postal applications.
(e) Fee, payable in cash, bank transfer (or cheque).
The following requirements must be presented with two photocopies:
(f) Proof of adequate funds (bank statement or credit card).
(g) Travel tickets and copy of itinerary.
For business visas:
(a)-(g) and,
(h) A covering letter from employer including name of contact in Paraguay (two photocopies).
Note: Postal applications are accepted only from Australia, Iceland and New Zealand and will not be processed until return post is paid or a courier service is arranged. A self-addressed envelope must be included with all postal applications.
Processing time
2 to 3 days. May take 20-30 days for countries with no diplomatic relation with Paraguay.
Temporary residence
If you wish to stay longer than three months as a visitor you must produce a 'Certificado de Buena Conducta' (certificate of good conduct) in order to apply for a permanent residence permit. The certificate must be obtained from a local police station in your home country as the Honorary Consul cannot issue one. It must be issued in the month before leaving your home country and must be valid for six months.
